Brief on the Organization:
The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief:
The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group, CARE India and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.”
The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) in eight focus states (Maharashtra, Goa Odisha, Rajasthan, Uttarakhand, Uttar Pradesh, Rajasthan and Gujarat), to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Migrants; and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Migrants to a continuum of prevention-to-care services.
Deliverables:
- Overall in charge of TSU
- TSU Point person, reporting to Project Director SACS
- Assist SACS in mapping & site validation of HRGs and Bridge Population
- Provide support supervision to Team Leaders (Strategic Planning and Targeted Intervention) and Program officers (including TI, STI, M&E)
- Provide technical support to TIs with a minimum of 08 days each month on the field. A detailed tour report to be submitted on a daily basis and complete report within 3 days of completion of tour.
- Identify and develop linkages between TIs for HIV services viz. ICTC, STI clinics, ART centres and CSC.
- Supervise internal Admin and finance, process and ensure docuemtnation of procurement and financial procedures
- Support in developing best practices in the state
- Mentor Program Officer
- Liaising with MSACS, MDACS, Government, state partners, various departments and other agencies
- Coordinate reviews of the monthly plans by PD, SACS with TI division SACS and TSU team Coordinate with PIPPSE
As member of the TSU Monitoring Committee, coordinate the quarterly TSU Monitoring Committee meeting, develop agenda, coordinate the meeting, develop meeting minutes and follow-up on actions . Develop annual TSU budget and coordinate incase of vacancy of staff, manage TSU inventry etc Coordinate with HR, regularly comply with staff related matters such as end of probation, conduct performance approval
- Quarterly / Annual progress report/ Annual report to SACS, NTSU and PIPPSE
- Manage the state level data, analysis data and provide feedback
- Ensure data base of all TI related activites and provide inputs/feedback to TI division Analysis the PO TSU reports
- Develop monthly/ quarterly work plan for TSU along with budget and quarter wise deliverables Devevelop best practise and update the stakeholders time to time
- Develop PPTs and other materials to inform the various activities of TSU
Qualification:
- Masters in Medical Sciences/ Public Health/ Social Sciences
Experience:
- 6-8 years of experience of managing HIV programmes, especially Targeted Intervention programs with national or international development agencies
- Has experience of working with Government, managed teams and budgets.
- The candidate must possess technical knowledge on HIV-AIDS issues and excellent reporting and analytical abilities.
- S/he should have capacity to communicate with various players at senior levels and an ability to negotiate in a multicultural environment.
- S/He should be familiar with techniques of monitoring and evaluation of large programs.
- The suitable candidate should be familiar with the organization and functions of the state and local public health systems/ SACS.
- S/he will possess good team work abilities and the ability to work well in an inter-disciplinary team.
- S/he will have excellent written and verbal communication skills in local language and English.
- Candidate should be proficient in the use of computers.
- Previous experience in the state is desirable Should have proficency in Hindi and Marathi.
Annual Salary (CTC) will be approximately Rs.900,000/- and will be based on the available skills and fitment of the incumbent as per the selection process.
